Irvine voters leaned toward adopting Ranked Choice Voting (RCV) for local elections in early election-night returns, according to the Orange County Register. If Measure D is approved, Irvine could begin using RCV for council and mayor elections as soon as 2028, though the measure includes a clause that ends the switch if costs exceed about $750,000. Council supporters say they have budgeted for voter education, while Mayor Larry Agran voiced concern about implementation and the need for public education.
