Op-Ed: To fix California, make its politicians afraid to lose

UC Riverside professor Stan Oklobdzija makes the case for multimember city council districts in California, pointing to Portland's switch to proportional representation using the single transferable vote, a form of proportional ranked choice voting. He argues that electing several members per district, paired with fusion voting, would let new parties such as a pro-housing bloc compete and give voters a real check on incumbents who rarely face serious challengers. He suggests reformers bring both ideas to the Legislature or the ballot by 2028. Proportional RCV is the route to proportional representation that Cal RCV sees as the best fit for California and the country.
