A FairVote study of four elections in San Jose and Santa Clara County found that turnout among voters of color doubles from the primary to the general election, while White turnout rises only about 1.5 times. That means the current two-round contingent runoff system lets a smaller, less representative electorate shape the outcome. Ranked choice voting would combine the two rounds into a single, higher-turnout election.
